Culture Minister Advocates Screen Quota System

Culture and Tourism Minister Chung Dong-chae reaffirmed his support of the current screen quota system.

Chung appeared on the EBS TV program entitled "How to Watch Media Correctly," which will be aired on Jan. 1, 2006 at 9:50 p.m. He said, "Basically, the screen quota system should be maintained. There could be a readjustment, but it should not be abolished. I have not yet reached any agreement with movie circles, but I will make policy decisions after taking the situation at home and abroad into full consideration."

He added, "The problem currently facing Korean movie circles is that only six to seven of the approximately 80 new films produced annually are box-office hits. Most of the Korean films are produced as grand-scale works and block-busters. I think it is necessary to link the screen quota issue with the policy to promote independent and artistic films."

Asked about his view on the establishment of private Media Representatives, Chung said, "I have no intent to hastily open the market to such a media network. I am concerned that an excessively competitive structure might hamper the public nature of broadcasting, aggravate the revenue structure of broadcasting companies, and weaken the position of religious broadcasting stations, in light of our country's policy to enhance broadcasting's public nature and fairness."

In conclusion, Chung said, "Monopoly is not a good system. But given the current broadcasting structure and market in our country, it is a little dangerous to hastily get rid of the current monopoly system. I am going to continue discussions in accordance with the changing broadcasting environment."
